[Feature]: homepage - featured articles

as an unauthenticated user, i want to be able to read articles, featured stories on the platform

Acceptance Criteria

the feAturecd articles section should be prominently placed on the homepage, likely above the fold( visible without scrolling)
the articles should be displayed in a visually appealing grid or card layout ensuring optimal spacing.
the featured articles section should align with the overall design and branding of the website.
the layout should adapt gracefully to different screen sizes and devices, maintaining readability and visual appeal on desktops, tablets and mobile phones.
each articles should be presented within a distinct card that includes
- an engaging thumbnail image
- a clear and concise title
- the author's name
- the publication date
