Clicking on a judgement badge on a state should go to that judgement #200

Describe the bug

Component's of type state can have judgements made against them. Clicking on the judgement badge should navigate to that component.

To Reproduce

Steps to reproduce the behavior:

  1. Make a component of type state, add a VAP set to it
  2. Make a judgement targeting that component
  3. Click on the resulting judgement badge
  4. Observe the state component is selected but not the judgement component

Expected behavior

Should navigate to judgement component
