Actions should have value possibilities added #219

Describe the bug

When a new action is created, if you choose: "New value prediction" then the drop down list of potential values is empty and you can not choose "in progress", "rejected", etc.

To Reproduce

Steps to reproduce the behavior:

  1. Create a new action
  2. Click on "New value prediction"
  3. Click on the "Set action status to:"
  4. See that the list is empty

Expected behavior

The list should be populated with potential action values.
