Some locations should be flagged as forays #19

Some locations (actually fixes, see issues #17 and #18), should be displayed, but not included in home range analysis because they are forays, as determined by a biologists professional judgement. This needs:

a change to the CollarFixes table
a change to the Fix -> Location trigger
a new tool for changing this attribute in ArcMap.
