Add QC Tools to POI database

Adapt QC and calculated field processing from akr_facilites2 to tables in akr_socio: POI_PT, POI_LN, and POI_PY.

[ ] Close out all outstanding versions
[ ] Turn off connections
[ ] Disable versioning and editor tracking
[ ] Update schema and domains to latest Core Standard
[ ] Document AKR extension to Core for POI
[ ] Delete (or move) other POI tables and historic cruft?
[ ] Bulk update column values to comply with Core domains
[ ] Bulk update SRC* column values for changes in schema of akr_facility2
[ ] Copy and adapt Calculation and QC tables, views and scripts from akr_facility2 to POI
[ ] Write special QC checks for checking SRC columns against source tables.
[ ] Run QC processes and resolve issues or add exceptions. Repeat until clean.
[ ] Enable Archiving (history table).
[ ] Delete all records with ISCurrentGeo = 'No'
[ ] Delete the ISCurrentGeo Column
[ ] Enable versioning and editor tracking
[ ] Turn on connections
