Feature selection on map has problems - Test with Quartz #193

When you move an item, it is much harder to select, and or move again. Eventually it will work again. I'm nearly positive this is an issue with ArcGIS 10.2.5.

Try with Quartz, to see if that is better, where Selection has been moved out of the library and into the user's responsibility.

To be clear, I am nearly positive this is not something I am doing wrong in my code. It works correctly most of the time, and when it doesn't it will eventually start working again with no effort on my part. I'm holding this open to test under Quartz
