Map Fixer should occasionally check all non broken layers in a map. If the data is in the Archive or Trash then Map Fixer should recommend that they be upgraded to the replacement layer (if available) in the moves database.
The tricky part is that the user should be allowed to turn off these warnings on a file by file basis. It also requires keeping track of when each map was last checked. This points to a user preferences database, which may not be easy to do in an ArcMap Addin.
