Set the Config in the OntoWiki_View constructor #406

This pull request sets the $_config variable in the View, with this the config entry cache.modules stops throwing a fatal error (#386)

the single change didnt break anything (all tests succeed), and at least locally the tests run through without issues with the option enabled as well I guess this can be merged @white-gecko
