This must be an issue related to virtuoso. Which version are you using? The version of Virtuoso and the libvirtodbc should be similar.
Virtuoso is:
Virtuoso Open Source Edition (multi threaded)
Version 6.1.6.3127-pthreads as of Sep 15 2014
Compiled for Linux (x86_64-pc-linux-gnu)
Copyright (C) 1998-2012 OpenLink Software
libvirtodbc is:
Package: libvirtodbc0
Versions:

You should try out Virtuoso 7, there are quite some bugs with Virtuoso 6.
I've got a response that the following configuration works:
- Debian 9 (Stretch)
- php 5.6.40-7 from https://packages.sury.org/php/ with php-fpm/fcgi
- Virtuoso 7.2.5 (stable) with its virtodbc.so, built with openssl 1.0.x
