Clean uninterpretable #17

Changes encompass new requirements files, some python3 -> python2, additional comments, and many docstrings.

You mean to say python2 -> python3? just making sure nothing's gone back to py2. I don't see any functional code changes, so i think not.

That's right, I flipped them (sorry); not everything is guaranteed to be python 3 but I did change a few things that were blatantly python2 into python3
