Backend Add/Delete Mentors and Mentor Manager Screen-Admin-App - Sprint 3 #157

Create all the required entities, routes, requests for both Add/Delete Mentor and Mentor Manager Screen.

The frontend Base URL is http://mmsadmin.samprotech.duckdns.org The signup URL is http://mmsadmin.samprotech.duckdns.org/sign-up-category-selector

put the base URL of the frontend as an environment variable in appsettings.json, appsettings.Development.json and appsettings.Production.json.
