Remove symm block constraint added by the symmnet constraint #1305

Comment the symm block constraint generation in the symm net constraint routine.

@soneryaldiz @kkunal1408 This PR is ready for review. I have removed the symmetric block constraint generation within the placer when a symmetric net constraint is specified.
