Updated whitelist pathways to how they are in controllers

Refactored code in SubmissionService and SubmissionForm to delete dummy and add categories parameter to addSubmission
CategoryMenu adds array of category ids when form is submitted
To test:
Login a User and navigate to Submit Location page
Fill out all sections of form, then submit
Check database to see if submission was received and check submission_categories table to see if the submission id matches up with he category ids you selected
