将安装了 TranslucentFlyouts 的用户切换为其他用户，再切换回来会出现：

猜测是切换用户会触发类似开机启动的事件，导致重复加载。

检测做的有点问题，重复运行是必要的，因为一个服务进程只能对当前用户的当前系统桌面生效
