Helicopter Combat Support Improvements #323

1) Add an option to set flyInHeight for rotary CAS/Transport. This is due to a current inability to fine tune Helicopter behavior, and also allows us to use insert for extract, when a bird won't land.

2) add a waypoint timer, to allow user to set loiter time... e.g. stay on station for 15:00, or hover at 1m for a helo cast for 30s... etc.

In ref to #1, to clarify: allow fine tuning of flyInHeight for insert command. Either slider with #.# accuracy or just a field to type height.
