I think it's a good request and won't break the sim/realism aspect either. If civ vehicles are allowed to spawn, it's only reasonable to presume insurgents would kit some out as motorized assets.
Might be neat to tie into weapons depots (I.E. if a weapons depot exists, there's a blank (%) chance a new civ recruit group can spawn as a motorized group, etc).
Could just pull motorized groups from the enemy faction used, to keep it simple and not reliant on the civ assets themselves.
Possibly do it as an on/off function as well. I know our group would have zero need for it in most of our missions we build but it would be a nice add on type setting.
I would like to see an enhancement where, after a period of time, insurgents will gain access to light vehicles (jeeps/technicals) and static machine guns and mortars. This would help to create a more dangerous opponent over time as the insurgents grow in strength and their ability to gather weaponry.
