Many empty vehicles spawn in after persistent save

[Description of the bug or feature]

Actual behavior: Several empty tanks, trucks, APCs, MRAPs, etc. are spawned in, engine running, completely empty. No drivers/soldiers nearby.

Note: Module is NOT set to have ambient vehicles either.

@autigergrad do you have an ALiVE CBA only repro handy for this?
