Because otherwise your reputation with the civ will decrease, right?
I figure if a leaflet drop makes the civs all move to a church or evac the area you can be a bit more liberal with 40mm, hand grenades, artillery without the massive rep drop from accidental civ casualties.
Simple way to simulate this would be decrease percentage of civilians spawning around leaflet areas in a radius. This would give the impression that civs left the area because of the warning. Easier than having them all move to a church or whatever.
Sometimes the OPFOR are so entrenched in a town you need to take drastic "artillery type" measures to subdue them. It would be cool to be able to drop leaflets over a town and have all (or most of) the civilians either move to the nearest church/mosque or leave town altogether, at least for set amount of time before returning to their normally scheduled program.
Another option would be to load up with propaganda leaflets and drop them over the town to reduce the hostility in the area, however doing so too often could cause a backlash against the players and increase hostility?
