[Feature request] blacklist area array(s) for generated tasks

Description

[It would be nice to be able to blacklist areas where c2istar would randomly generate tasks. I've encountered an issue many times where it would generate a mission either at my base or literally down the road. I'd love to be able to stop this from happening. Today I got a mission to blow up a building.. my main base building lol!]

I recently ran into this too. It's really annoying when it generates a task in a area you have blacklisted in opcom for a reason.
