[x_lib] Fixes IED blacklist #748 #770

Candidate IED objects in blacklisted areas wouldn't be excluded.

Couple test cases to verify that this fixed behavior is now correct, without breaking the TAOR area filters:

IEDs only in single (blue) TAOR marker 20220601221342_1

IEDs everywhere except in two (red) blacklisted areas: 20220601221255_1

IEDs in two (blue) TAORs but not in the partially overlapping (red) blacklisted areas 20220601221200_1
