Describe the bug
The modifiers.ini in the "asset" directory is completely ignored. No values are read from it, nor are they saved to it. Instead, everything is done with "modifiers.ini" in localappdata
To Reproduce
Open the modifiers ini and input a custom seed. Go in-game and see that the seed isn't there. Input your own seed, and see that in localappdata, the modfiers.ini has your custom seed

The modifiers.ini from the asset folder should be used, and shouldn't be ignored.
