Add signature ID to cper file

1. Add signature ID field to the cper file.
2. After adding the signature ID , enable the signature ID valid bit
3. If PPIN and microcode details are not available in dbus , set it to 0 instead of 0xBAADDA7A
4. Fix magic numbers in the code
