ErrCounter rename to ThresholdCnt in BMC config file

Rename the below properties in /var/lib/amd-ras/config_file to avoid confusion and distinguish from MaxInterruptRate.

DramCeccErrCounter > DramCeccErrThresholdCnt

McaErrCounter > McaErrThresholdCnt

PcieAerErrCounter > PcieAerErrThresholdCnt
