PEtab import: Estimated initial conditions specified via the conditions table aren't handled correctly #2455

Parameters for initial conditions are currently added as fixed parameters, so no sensitivities will be computed w.r.t. those. This is required for reinitialization of initial conditions after preequilibration, but is not compatible with estimating initial conditions.
