Establish a CSS methodology #23

At some point we should establish a consistent CSS methodology, doesn't really matter which one just as long as it's not the one I'm coming up with on the spot.

A few ideas:

I'm sure there are more so post them if you find them. At some point I will have to go through and weigh the pros and cons.

Don't think this is a V1.0.0 goal but it should be done soon after.
