Allow users to save configurations as draft #739

This pr adds the following functionality:

allow users to save a configuration as a draft
Draft configurations do not show up as usable options in places where configurations are selected
Adds a column to the configurations table on the Configurations Listing Page for "status" and display statuses as active/draft
