Remove 59296, 59325 from submission_ids.csv #118

Both of them has this issue:

submission_id 59296 is not authorized to be replaced. Please contact the NDA help desk for approval to replace this submission

submission_id 59325 is not authorized to be replaced. Please contact the NDA help desk for approval to replace this submission

After NDA archives them, remove them from our tracker that is used to replace submissions.

For a similar issue, we submitted 64819. We replaced 59207 with the former locally. But that change has not been pushed up yet.
