Not sure why the checks are not running.

I re-ran oneAPI SYCL for Nvidia GPUs twice, and I don't understand why it's failing when there are no code changes here.

It's not our issue. Looks like there is a new oneAPI release 2024.1 that does not work with the codeplay nvidia plugin.
