tried to eliminate code duplication with limiters
wenoz implementation was copied from amrwind (which was copied from MFIX maybe??)
no limiter option just uses central difference for the slope but retains the limit on new maxima
still not thrilled with the extra if statement in the mfiter loop... any suggestions would be great
still need to add an input option for limiter_type see TODO: comment below

LGTM. Might need to update CI because amrex development branch now requires CUDA >= 11.
