Structure: Move TransactionId Datatype definition to NETN Base #3

The datatype TransactionId defined in this module is also defined in the TMR module. It differ in the field definitions and semantics but the encoding is the same.

I suggest that the definition in this module (NETN-ETR) is moved to NETN-Base and removed from this module and the TMR module.
