Release text still has AMWA-hosted rawgit links to Spec renderings.

Unfortunately github.io only serves the HEAD of a particular branch, so without further work such as committing renders of previous releases to the repo of a Spec, it is not possible to re-create links to specific versions. It is still worth linking to the rendering, but pointing out that it will always be the latest commit, and giving instructions for how to obtain a specific release.
