Change the NamespaceName of new Registers entries in AMWA Class 13 #56

The NamespaceName should not include "as11" but "rules-specs" or similar in order to be aligned with the definition of Byte 11 of these ULs.

Reg-XML tools that carry out AS-11 processing will then need to be updated

The only affected entry is the Element "Specification_Identifiers" in block "SpecID" (when editing this the Definition could be improved at the same time)
