Confirm that the position on Active Format Descriptor (AFD) is correct.

Currently neither Spec says anything about it – so this technical metadata is, for example:

From recent NABA discussions I believe that this is correct. So, no action is required.

@ClydeSm -- please confirm then I will close this issue.

Confirmed on the NABA call today: we will not mention AFD in AS-11 X8 or X9

@ClydeSm -- we agreed that AFD would not be mentioned in AS-11 X8 or X9 so I am closing this issue
