Initial Network Control API v1.0 review

• Initial RAML review for clarity, self-consistent language and fixing typos and copy&paste errors from IS-04
• Remove incorrect CORS pre-flight response code
• Add missing response schema
• Add "Query parameters should be implemented for all permitted resource attributes" for consistency

As discussed in the call today, this PR is intended to be uncontroversial.

The only slightly controversial commit (89fe3df*) adds the missing resource attributes to the listed query parameters (for least surprise!), but does not add/remove any functionality from the v1.0 spec.

Discussion of whether pagination trait and these query parameters are well specified enough and whether they should be optional, recommended or required (or removed!), in v1.0.x, is warranted, but separate.

Can we therefore merge this PR?
