We require a docker for a our dev environment:

Requires established preliminary tools and framework.
Upload to Docker Hub and link project to this repo

Slight pivot: We will not be creating a Dev Environment. Instead we will be creating docker containers for the different parts of the project, as needed. As such, I am renaming the issue to establishing docker container, and moving issue to Iteration 3.
