Establish preliminary tool and API for Docker and Repo. We will maintain version control of our Dev environment with Docker

~~Determine Node.js Version~~ V 21.6.0 or greater
Determine typescript version
Determine preact vs react and version
Determine Vite build tools version.
Determine DB and system availability.

[x] Typescript version : 5.2.2 [x] react version: 18.2.43 [x] vite build tools version: not sure if there is a specific version for build tools but vite version 5.0.8, and crxjs/vite-plugin version 2.0.0-beta.23 [ ] determine DB and system availability: Scrapped.
