Initial round of code "clean-up" and commenting. Add README.
Will need to do more cleanup closer to end of project.
I pulled from main before I created this merge request, and I think you guys deleted some files in the most recent update to main, such as backend/jobScheduler.py, backend/main.py, and backend/server.py. And i thought i merged that change in (i.e., i though the files got deleted), but it looks like its here part of the pull-request, so please someone just double check that everything is good before accepting this pull request.
Also i realized that when i did the initial round of comments and what not, that was before the backend was merged onto main, so the backend stuff doesnt have comments yet either.
