FX SWAPs: Correction of ISO 20022 value for Non-deliverable #352

FX Swaps have a mapping issue where the CFI 2015 value of Non-deliverable is currently mapped to the ISO 20022 value of OPTL. The value of Non-deliverable is updated to Cash in CFI 2019/2021.

The DSB to update Delivery Type ISO 20022 value of OPTL to CASH to achieve consistency. However, there is no update to historical instruments with OPTL.
