MuonFitter Tool from Julie. Documentation and configfiles on the way in associated PR's. Slight changes from Julie's original Tool: switched FV to cylinder from sphere, fixed part number read in to reflect current MC nomenclature, multiplied tank half height by 2 instead of dividing to get full height, shifted "SimpleRecoVtx" coordinates to have same frame of reference as Michael's SimpleRecoVtx.
This Tool is used downstream in Toolchains, following loading and processing Tools.
