@fengyvoid changes to the LoadRawData tool for LAPPD event building. These changes are part of an LAPPD event building pre processing toolchain (similar to the PreProcessTrigOverlap toolchain) that gathers all LAPPD and trigger timestamps from the rawdata before doing the final event matching.
These changes should only affect the LAPPD build types and replaces the old LAPPD rawdata loading that had some issues.
Also extracts and stores the run number and part file number for other tools to use/save.
