Link "Popular Tags" to Respective Category Pages in the start writing page #1603

Describe the bug This PR addresses the need to make the "Popular Tags" section on the sidebar interactive by linking each tag to its corresponding category page. This will improve the user experience by allowing users to click on a tag and immediately access content related to that category. To Reproduce Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error
