ACSPRI members must be granted access to individual unrestricted datasets #4

Unlike the existing system, ACSPRI members will now have to be granted access to each unrestricted (category A/G) dataset. Currently, non-ACSPRI members have this behaviour, but ACSPRI members automatically have access to all unrestricted datasets.

The notification emails sent out upon granting access to a dataset will differ between ACSPRI and non-ACSPRI members, as non-ACSPRI members will be charged for the data access.
