Secret bundling #51

Bundle the following secrets in a single configuration file:

config/database.yml - username and password
config/initializers/secret_token.rb - ADAUsers::Application.config.secret_token
API key - ADA::API_KEY

It would be nice to have this kind of thing in the form of an engine, but that might be too much effort at this late stage. Maybe put it in a branch so it will be easy for Nick and myself to mimic the changes in the other apps?
