fix: Fix CI pipeline #522

@maglub , the pipeline wasn't working due to new Galaxy requirements, so I added the namespace: anxs clause, and put back the list of OS's we currently support. I reordered the pipeline, just to be alphabetical.

@jasonrogena , not all platforms support pg_ctlcluster, so I rewrote that to work with services, as that works on RHEL, Ubuntu, Debian, etc. Can you check this is sensible?
