Add `notation` tag to collections #12

Collection notation should match chapter number, in order to get them to sort in chapter order in RVA.

notation - add as for example '502' for chapter 2 - "The first digit in the code is 5 and it refers to the volume number of this Handbook. The second and third digits refer to the measurement method via the chapter number, while digits after the decimal refer to variants of each method."
