Actuator Health Check False Negatives #45

The Spring Boot Actuator Health Check is incorrectly reporting that the application status is DOWN when it is not.

Will require some further investigation, issue reproduces when central docker-compose file is run from a fresh install of Ubuntu 16.04

Need to test with updates (turning off Solr health checks)
