I recommend merging both and make sure that the proposed note from this PR refers to the existing syntax element. Currently it mentions afgs_film_grain_information( ) but in the spec the element is defined as av1_film_grain_param_sets( ).
afgs_film_grain_information( ) seems to be a better name.
