Allow encoding and decoding images of more than 12 bits, the limit of the AV1 format, through a new type of auxiliary image. Define AV1 Bit Depth Extension Image Items and Sequences.

This PR does not include the necessary change to HEIF - ISO 23008 - Section 3.1.29 in order to use the introduced AV1 Bit Depth Extension Image Item with the existing AV1 Alpha Image Item:

master image image that is stored as an item (3.1.27) and is not ~an auxiliary image (3.1.3) or~ a thumbnail image
