Assert statement for encryption is incomplete #58

The assert in the sentence:

This specification requires that HDR10 Static Metadata and HDR10+ Metadata OBUs are unprotected.

should cover the whole sentence otherwise the report simply uses "are" instead of showing the word "requires"
