Add a Section for "Changes since v1.2.0 release" #143

The current approved version of the spec is v1.2.0. So we need to add a new section for "Changes since v1.2.0 release" to index.bs.

Cyril, should we also remove the section for "Changes since v1.1.0 release"?

I took a look at v1.1.0 and v1.2.0 and found the answer to my question. There is only one changelist section, and it lists the changes since the previous release.
